Elkton appoints two to Ethics Commission, honors employees and outlines community programs; library to close for renovation

Mayor Robert J. Alt appointed Sarah Guns to the Town of Elkton Ethics Commission for a five-year term beginning Feb. 18, 2026, and reappointed Pedro Rodriguez for the same term; both actions were unanimously approved by the Board.
Human Resources Director Andy Rodriguez introduced nominees for Employee of the Fourth Quarter, Matthew Passwaters and Walter Scott, who were recognized for their work on the town’s Santa Tour. Rodriguez also announced milestone service awards: Officer Zachary Strong (5 years), Tracy Holter (15 years), Mary Magaw (20 years) and Lt. David Confer (25 years).
Commissioner Earl M. Piner Sr. reported on active programs at the Town of Elkton Neighborhood Community Center, citing a basketball program with 14 teams and 132 players, a four-week preschool sports clinic, and a dance program with 168 dancers preparing for performances at the Delaware Blue Coats game on Feb. 21, 2026 and at a Philadelphia 76ers game on March 10, 2026. Commissioner Piner also announced the Mayor’s Lucky Charm 5K at Patriot’s Glen Golf Course and referenced Races2Run.com for further information. Commissioner Charles H. Givens Sr. echoed praise for the renovated LevelUP Sports & Athletics Club building and the Parks and Recreation Department’s coordination of youth programs.
Alicia Calhoun, Executive Director of the Elkton Alliance, briefed the Board on plans for renovation of the Elkton Library, saying the library is expected to be closed for approximately one year while renovations are completed. Calhoun said the Alliance will conduct fundraising events and is exploring satellite locations and temporary storage to maintain access to books and services during the closure.
There were no public comments, and Mayor Alt adjourned the meeting at 12:24 p.m.
