The Pinellas County Local Planning Agency on its July agenda voted unanimously to recommend approval of a zoning atlas amendment (ZON2604) that would rezone a 0.21‑acre parcel at 1515 Lakeview Road in unincorporated Clearwater from General Office to R‑3 single‑family residential.
Ryan Brinson, planning staff, told the board the property currently contains a single‑family house and that a 2008 rezoning to allow office use never resulted in office development. "Staff is recommending approval," Brinson said, saying the requested zoning would recognize the site's existing use and is "compatible with the surrounding development pattern" and consistent with the county's future land use designation.
The staff presentation noted the parcel size (0.21 acres), nearby uses — an apartment complex to the north, a dentist office to the west and single‑family homes to the east and south — and that the site has a very low flood risk and is not in a coastal high‑hazard area. Brinson summarized relevant development standards, saying both General Office and R‑3 districts allow maximum building heights of 35 feet and minimum lot sizes of about 6,000 square feet, and that R‑3 permits single‑family detached homes.
Applicant Manuel Jones identified himself as the new owner and said he intends to reside at the property. "I just wanna live there now," Jones told the board, adding he has applied for minor permits such as windows, doors and an electrical panel.
No members of the public spoke in support or opposition either in the room or online, and no written speakers were noted. After brief discussion, Brito moved to recommend approval; Cataldo seconded. The board answered "aye" and the motion passed unanimously.
The recommendation now goes to the Pinellas County Board of County Commissioners, which is scheduled to hold a public hearing on Aug. 25, 2026, at 6 p.m. in the Palmer Room at 333 Chestnut Street, where the commission will make the final decision on the request.
The LPA adjourned following routine closing business.
