Elkton adopts ordinance to broaden civil enforcement options and annexes three parcels

The Mayor and Commissioners of the Town of Elkton unanimously approved Ordinance 1-2026 and three annexation resolutions during their Feb. 18, 2026 meeting.
Town Administrator Lewis H. George presented Ordinance 1-2026 (amendments to town code penalty provisions) for introduction. Charles Bromwell, Director of Building and Zoning, and Joseph Zurolo, Code Enforcement Officer, explained the change would permit some code violations to be addressed as civil misdemeanors or civil infractions to give enforcement more flexibility. On a motion by Commissioner Charles H. Givens Sr., seconded by Commissioner Robert M. Massimiano, the Board approved the ordinance; the action was recorded as approved by all present.
The Board also moved to introduce and approve three annexation resolutions affecting properties in the Belle Hill Road area and Swallow Drive. Lewis H. George presented the resolutions: Annexation Resolution A1-2026 (PECO Energy Company, Parcel 0772, Map 027B, 128 Belle Hill Road), A2-2026 (Parcel 283, Tax Map 027B, 100 Belle Hill Road) and A3-2026 (Parcel 0808, Tax Map 027B, 17 Swallow Drive). The motions to approve were made respectively by Commissioner Robert M. Massimiano (A1), Commissioner Earl M. Piner Sr. (A2) and Commissioner Givens (A3); each motion was seconded and carried unanimously.
Why it matters: changing the town code’s penalty provisions could give code enforcement staff additional disposition options short of criminal prosecution, potentially speeding resolution of violations. Annexations typically bring parcels under the town’s zoning and service frameworks; the resolutions were introduced and approved for the three specified parcels.
The meeting record shows the ordinance discussion and vote were supported by the Building and Zoning director’s explanation of intent; no speakers recorded opposition or dissent at the meeting.
