Commission continues front-porch enclosure at 158 Flavel Street, asks for more detailed plans

Staff described the proposal as a conceptual submission for a two-family dwelling in the R-3 zone and said the application lacked several permit-level details. The city historian advised that enclosed porches historically included more glass and that the proposal’s amount of siding might not match precedent.
Commissioner Rose raised extensive design concerns, including missing structural details (beam and joist depiction), the apparent bulk of proposed knee braces and posts, unshown hardware and the risk that the final construction would appear “out of scale” with the house’s architectural details. Commissioner Ross asked whether approval tonight would legitimize earlier unpermitted work; staff replied a decision on this application would not retroactively approve other exterior changes.
Several commissioners said the submittal was conceptual and requested more detailed elevation and section drawings for permit review. Staff recommended a continuance if commissioners were not prepared to approve; Commissioner Francis moved to continue the hearing to the June 17 regular meeting and to adopt revised findings of fact at that time; the motion was seconded and carried unanimously.
The record shows commissioners sought clearer plans that address railing termination, material callouts and how the porch detailing would relate to the existing Italianate-style structure. Staff will notify the applicant and provide a transcript of commissioners’ concerns to help the applicant prepare revised materials.
