The North Platte City Council authorized the release of a request for proposals (RFP) for architectural and design services for a replacement police station.
Lane, the city staff member presenting the item, called the RFP the first formal step in developing design documents to determine accurate construction costs. “This is basically the very first step in moving towards a new public safety building — police station,” Lane said, adding that architects’ 50% sets would allow contractors to give bids within about 10% of a likely final cost.
Lane estimated design and RFP costs would be “somewhere between $150,000 and $250,000.” Council members referenced an earlier study that produced a very rough building-cost estimate of “$10 to $13 million” for a police-only facility. Brent (staff) explained that the city can pursue different delivery methods — design-bid-build or construction manager at risk — and that the RFP is structured to solicit proposers’ experience with both methods.
Councilors discussed funding alternatives (partial bonds, cash reserves, and the food-and-beverage tax as one option) and emphasized the need for better price certainty before committing to construction. The council voted to authorize advertising and release of the RFP; the item passed.
