The Clarksville Board of Zoning Appeals on Feb. 25 approved multiple variances to permit infill construction on four lots at East Windborne Avenue, granting a 50% reduction in tree and shrub requirements for each lot and a six‑foot rear‑setback variance for 223 East Windborne.
Staff told the board that changes to R2 standards in 2023 and the small size of the proposed lots make the ordinance’s landscaping requirements infeasible without reduction. The applicant requested a 50% reduction, arguing that planting large‑mature‑canopy trees on tight infill lots would compromise the buildable area and that similar reductions had been granted for comparable projects.
Eric Merton of Primavera and Associates and a representative from Millennium Builders explained the lot history and the difficulty of fitting required trees and shrubs on the proposed parcels. They also noted that one lot’s rear yard is truncated by an alley; staff characterized that geometry as creating a practical difficulty for the rear‑setback standard.
Board members voted to approve 50% reductions for lots 217, 219, 221 and 223 and approved the 6‑ft rear setback at 223 to allow construction consistent with the submitted minor‑plat process. The board conditioned the landscaping approvals on specifying the reduction level and delegated final landscaping particulars to staff review and site‑plan approval.
The approvals permit the developer to proceed with plats and the minor plan commission review, subject to the site‑plan and landscaping details finalized by staff.
