Orangetown planning board grants waivers and preliminary approval for FedEx Phase 2b parking work

Chair called the meeting to order and introduced the FedEx Ground Phase 2b application. Steven Bridal, land use attorney for the applicant, said “the shorter answer is nothing is new or changed since you last saw us.” Brandon Vessiri of KCI Technologies described the work and estimated that Phase 2b will have approximately 1.1 acres of disturbance compared with about 2.2 acres for Phase 2a.
Board members reviewed agency letters and environmental documents entered into the record. The chair read multiple review letters from Orangetown departments and Rockland County and noted that a neighbor letter about water flow was included in the revised SWIP and added to the record.
Members pressed the applicant on landscaping and stormwater plantings. A board member said a separate landscape plan would make it easier to decide a requested ACABOR waiver; the applicant and engineer said plantings are provided within the stormwater practice detail sheets rather than as a separate landscape sheet.
After a brief public portion with no speakers, the board voted to serve as lead agency for SEQRA. The board then moved, and by voice vote approved the requested waivers (including parking in the side yard) and a “neck deck,” and granted preliminary approval with conditions tied to the Orangetown and Rockland County review comments and drainage consultant feedback. The chair read the conditions into the record and directed the applicant to return for final review once outstanding comments are addressed.
