Council approves mobile command post and multiple capital purchases; Hopkins Hill light bid, school improvements and several other resolutions pass or are moved

At its June meeting Coventry Town Council approved a series of resolutions and capital purchases across departments while moving a few larger procurement items for additional review.
Key approvals included resolution 26‑62 to buy a mobile command post vehicle for the Police Department. The police chief said the vehicle will support communications, drone operations and unified command at large events and that the purchase is fully grant‑funded (60% federal COPS grant, 18% state law‑enforcement grant, remainder through Department of Health funding). Council applauded the chief’s grant pursuit and approved the resolution; the vehicle purchase and build will proceed with an estimated four‑month build time.
Other approvals included the formal resolution 26‑63 documenting the council’s earlier approval of the 2026 Comprehensive Community Plan update (to be sent to the state), and resolutions to apply impact fees for HVAC work at the Coventry Senior Center (26‑64, $5,001.26) and for repaving and courts at Hopkins Hill School (26‑65, $32,006.07). Council discussed a larger system replacement estimate near $1,000,000 for the senior center HVAC and asked staff to explore grant options and warranty language for future bids.
The council also approved smaller capital items: contingency funds to beautify Town Hall and the library using local plantings (26‑67, $12,000); a 2026 commercial mower with attachments (26‑68, $49,025.4 budgeted in CIP); a Freightliner cab and chassis (26‑69, cap and chassis $126,001.27 with a state DERIC grant covering $54,009.28); and a used Toyota forklift to replace a 31‑year‑old unit (26‑70).
On Hopkins Hill light construction (resolution 26‑71), council learned Amber Construction submitted the low bid at $413,940 with $100,000 shown as a receivership contribution; the town’s net portion was described as $313,940. Staff warned that structural steel for the light structure has an eight‑month lead time with completion estimated in mid‑2027; several council members asked staff to pursue additional negotiation with the contractor and to assess temporary light options. The Hopkins Hill bid award was moved to the July 8 meeting for further discussion.
Council asked staff to provide contract documents, bids and financing details for larger work so members and residents can review them between meetings.
