Council delays vote on $4.29M Payne Field lighting upgrades to allow contract review and pole analysis

A vendor (Fulcrum) quoted an all‑fields price that included a rebate and 0% financing for up to 120 months; staff warned rebates and financing incentives may not be available in 2027. Several council members supported taking advantage of the incentives but asked for a copy of the contract, a wattage/savings analysis, and detailed information about the financing schedule and which budget line would carry payments if the town self‑finances. Council also requested the vendor perform a structural evaluation on all poles regardless of whether the town proceeds with one field now.
The town manager and finance director said the project must be completed in calendar year 2026 to guarantee the rebate and that the solicitor has requested changes to the vendor’s contract; staff said the vendor had the solicitor’s edits and the town was awaiting Fulcrum’s revised contract. Concerns included the unknown cost to replace poles if the structural analysis fails, and whether doing a single field now would increase long‑term mobilization costs for the remaining fields.
Given those open items, a council member moved to postpone action to the next meeting, giving the solicitor and staff time to complete contract negotiations, obtain the pole analysis and return with clearer financing terms and a payment schedule. The motion carried. Staff noted the timetable is tight if the town wants to secure the rebate and 0% financing, and said they would press the vendor to accelerate deliverables.
