Zoning administrator approves permit for Sunny Cafe mobile food vending at 3230 Coffee Lane

The Zoning Administrator approved a minor conditional-use permit to allow Sunny Cafe, a mobile full-service food truck, to operate at 3230 Coffee Lane on the existing convenience/gas-station property described by staff.
Planning staff said the truck would be located on the west end of the property, would not inhibit traffic circulation or parking, and that restroom access, parking and a small customer seating area would be provided. Staff reported the project is consistent with the site’s light-industrial zoning and recommended approval; staff also said the project was categorically exempt from the California Environmental Quality Act as an accessory reuse of an industrial site.
Public commenter Janice Carmen said she supported the project and that an 8 p.m. closing time is reasonable, asking as an aside whether alcohol service would be allowed. The Zoning Administrator asked whether on-site dining was included; staff confirmed the resolution allows a small customer seating area on-site. The administrator said staff’s suggested findings and conditions were comprehensive and approved the project.
The administrator noted that, as with the other items, the action is final unless an appeal is filed within 10 calendar days; the appeal deadline stated at the hearing was July 6, 2026.
The approval authorizes the mobile vending operation to begin subject to the conditions and any required permits noted in the staff resolution.
