Morgan County commissioners adopt fair rules, zoning amendments and minor subdivision in 3-0 votes

The Morgan County Board of County Commissioners approved a package of routine and regulatory items at its June 17, 2025 meeting, including adoption of the 2025 Morgan County Fair rules, several amendments to the county zoning regulations and a two-lot minor subdivision, all by 3-0 votes.
Jamie Dixon of Colorado State University Extension presented Resolution 2025 BCC 24, which adopts the rules and regulations for the 2025 Morgan County Fair, covering eligibility, 4‑H and FFA requirements, code of conduct, livestock and animal health rules, and the Junior Market Sale schedule. The Board approved the resolution unanimously.
Planning and Zoning Administrator Nicole Hay presented a set of zoning amendments adopted as Resolutions 2025 BCC 25–27. Resolution 2025 BCC 25 adds a definition for “bulk requirements” and clarifies that the Board of Adjustment may hear variances from bulk and floodplain requirements. Resolution 2025 BCC 26 moves wireless service facility use listings into the zoning use table and designates wireless service facilities as a use by right in the affected districts. Resolution 2025 BCC 27 establishes Planned Development (PD) and Planned Development Overlay (PDO) zones with submittal requirements, review criteria, infrastructure and maintenance-plan expectations, and post-decision procedures. The Planning Commission had recommended these changes following public hearings; the Board approved them 3-0.
The Board approved Resolution 2025 BCC 28, granting a two-lot minor subdivision titled Bellendir West, finding the application complete, compatible with surrounding land uses, and in conformance with the county comprehensive plan.
Clerk and Recorder Kevin Strauch explained changes to the county fee schedule tied to state legislation (HB24-1269). Beginning July 1, 2025, recording fees will move from a per-page model to a flat $43 per recorded document ($40 recording fee, $2 Electronic Recording Technology Board surcharge, and a $1 technology fee); Strauch told the Board death records submitted over the counter or by mail will be exempt from the standard recording fee and the department will absorb surcharges in those cases. Commissioners voted 3-0 to adopt the fee changes.
The Board also approved a Fireworks Display Permit for a July 5, 2025 display at Jackson Lake submitted by Margaret Journey of Pirate Pyrotechnics; Sheriff Dave Martin said past shows had been safe and paperwork was in order.
The meeting included routine consent agenda ratifications (minutes, warrants, contracts and MOU renewals) and county reports from Road & Bridge and the Sheriff’s Office. The Board recessed briefly to convene as the Planning & Zoning Board later in the day and adjourned after an executive session called for legal advice on potential litigation.
