Morgan County commissioners approve personnel, contracting and planning items; adopt Right to Farm policy

Chairman Jon J. Becker presided over the Morgan County Board of County Commissioners meeting on May 6, 2025, where commissioners unanimously approved a series of routine administrative and policy items.
The board approved Resolution 2025 BCC 19, which adds a process to the county personnel manual for making final payment of compensation when an employee dies. Commissioner Timothy A. Malone said the amendment specifies payment first to a surviving spouse, then to the next legal heir or to a known personal representative, and requires a death certificate and proof of relationship.
The board also adopted Resolution 2025 BCC 20, delegating contracting authority for the Morgan County Department of Human Services to the department director for contracts that do not require Board approval under state or federal rules. Commissioner Kelvin S. Bernhardt said the delegation is intended to improve departmental efficiency while preserving the Board’s ability to review any contract the director submits.
Commissioners approved Resolution 2025 BCC 21, adopting an updated Right to Farm Policy and rescinding previous versions. Commissioner Malone said the update is intended to give prospective property owners clearer notice about expected farming activities near residential parcels.
The board ratified multiple consent items, including contracts with Tyler Technologies/Chase Bank (CNT 034), Great Plains Glass Company (CNT 035), Industrial Communications West (CNT 036), and CliftonLarsonAllen (CNT 037), and ratified the board’s April warrants.
Sheriff Dave Martin presented Contract Amendment No. 4 with the Colorado Department of Human Services Behavioral Health Administration to continue jail-based behavioral health services funded as a state pass-through; Martin said the program will be required by the state beginning July 2026. Planning Administrator Nicole Hay presented a first amendment to contract 2024 CNT 107 with Shea Carr & Jewell, Inc., dba SCJ Alliance, noting the county received a $130,000 grant for an update to the Comprehensive Plan and that miscellaneous costs (extra public meetings, mapping) require increasing the consultant contract by $31,600. The Board approved both amendments.
Commissioners also adopted a proclamation presented by Carrie Schmeeckle of the Department of Human Services declaring May 2025 as Foster Care Month; Commissioner Bernhardt said "there are never enough foster parents" and thanked foster families for their work.
