Morgan County commissioners ratify consent items, approve county facilities naming policy

The Morgan County Board of County Commissioners ratified seven consent items and approved a new county facilities naming policy during its July 15, 2025 meeting.

Commissioner Kelvin S. Bernhardt moved to approve the consent agenda items 1–7, which the board ratified 3-0. The consent items included ratification of July 1, 2025 minutes; ratification of Chairman Jon J. Becker’s signature on June 2025 Morgan County warrants; ratification of a Stormwater Inspection Form dated June 26, 2025; ratification of the Morgan County Public Trustee report for April through June 2025; approval of a $10,000 contribution to the Coalition of Public Municipal Solid Waste Facilities related to the Air Quality Control Commission’s (AQCC) proposed Regulation 31; ratification of the retail liquor license renewal for High Plains Cattle Supply, LLC dba High Plains Cattle Supply; and approval of Contract 2025 CNT 050 with Douglass Colony Group, Inc. (contract term April 18, 2025 through October 31, 2026).

Morgan County Attorney Kathryn Sellers presented a proposed Naming Policy for County Facilities, saying it would initially affect the Fairgrounds and include categories for names reflecting recognition, community importance, or donor consideration, along with an application and board review process and termination provisions; a sponsorship option was discussed. Commissioner Timothy A. Malone moved to approve the Naming Policy and Commissioner Kelvin S. Bernhardt seconded; the motion carried 3-0.

Actions at a glance: Consent agenda items 1–7 approved by motion (3-0); Naming Policy for County Facilities adopted (3-0). No citizen public comments were recorded during the meeting. The county did not take additional action on AQCC Regulation 31 beyond the approved contribution.
