Morgan County approves amended plat and fee schedule, denies Brush storage permit and ratifies warrants

Nicole Hay, Planning and Zoning Administrator, summarized the Norell amended plat (15445 Highway 144) which vacates and reduces a 40‑foot road easement to 20 feet and relocates the easement west; the board approved Resolution 2025 BCC 32 on a 3‑0 vote. The board denied a separate application for Lot 7, Church Subdivision (968 North Custer Street, Brush) to allow a commercial storage facility with Conex boxes and covered parking; the Planning Commission had recommended conditional approval, but the board determined the commercial use would be incompatible with surrounding rural residential zoning and denied the application by a 2‑0 vote with Chairman Becker recused (Resolution 2025 BCC 33).
The board adopted Resolution 2025 BCC 34 to add fees to the county’s Planning Services schedule, including set amounts for amendments and a framework for solar/BESS/wind facility amendment fees; the motion carried 3‑0. Clerk Kevin Strauch and Accounting Manager Susan Nitzel presented county reports: the board ratified July 2025 warrants and DHS presented June warrants and a Certification of Provider and Vendor Benefit Authorizations for June 2025 totaling $1,017,052.53. Commissioner Bernhardt moved to ratify a letter allowing headstone placement on a county-owned plot at Brush Memorial Cemetery; the motion carried 3‑0.
Commissioner Malone moved adoption of a proclamation presented by Human Services staff designating August 2025 as Child Support Awareness Month; Commissioner Bernhardt seconded and the motion carried 3‑0. The board reviewed its calendar and adjourned after completing scheduled business.
