Morgan County commissioners approve DHS warrants and provider certifications, award fairgrounds lean‑to bid and approve CFO consulting contract

Morgan County commissioners met Jan. 28 and approved several routine but substantive administrative items including Department of Human Services financials, procurement ratifications and a bid award for a fairgrounds lean‑to structure.
During the Board’s session as the Morgan County Board of Social/Human Services, Susan Nitzel, Accounting Manager, presented November 2024 operating warrants of $247,565.65 and payroll direct deposits of $203,693.85 for a total of $451,259.50. The Board approved the DHS minutes from Dec. 17, 2024 and authorized payment of the November warrants on a motion by Commissioner Tim Malone; the motion carried 3–0. Nitzel also presented the Certification of Provider and Vendor Benefit Authorizations for November 2024 totaling $895,753.17, which the Board approved 3–0. Human Services Director Jacque Frenier noted the LEAP program remained open for applications.
In regular session the Board ratified multiple contract approvals and renewals (contracts 2025 CNT 006–013 and several renewals). Unfinished business from Jan. 7 resulted in approval of a finance consulting engagement with CFO Selections Colorado, Inc.; the contract will assess finance policies, procedures and staffing needs. Robert Sagel, Morgan County Treasurer and Public Trustee, presented the County’s 4th quarter report; the Board approved the report unanimously.
Mike Cox, Morgan County Building Maintenance, presented two bids for a fairgrounds lean‑to structure and recommended Buildings by Design as the low bidder at $118,937.00 with metal roofing to accommodate solar panels funded by a DOLA grant. The Board accepted the recommendation and awarded the project to Buildings by Design on a motion that passed 3–0.
The Board also ratified Contract 2025 CNT 010 with Harris Engineering Consultants, Inc., and adjusted the termination date to Dec. 31, 2025 to align with a 12‑month term and an annual automatic renewal. County staff noted the change was made to correct the termination date relative to the auto‑renewal language.
Other routine matters — including an assignment of easement with the Colorado Department of Transportation and a number of vendor service agreements — were ratified without discussion. The meeting adjourned the morning business at 9:29 a.m.; later the Board convened a public hearing session on land‑use matters.
