Morgan County commissioners approve CDOT quit-claim deeds and expand 457 retirement option; chairman dissents on benefit change

On Feb. 4 the Morgan County commissioners approved two CDOT quit-claim deeds for a road realignment and ratified consent agenda items; they also approved changes to the county 457 retirement option for elected officials (except commissioners), a motion that passed 2-1 with Chairman Jon Becker dissenting.
The Morgan County Board of Commissioners on Feb. 4 approved two quit-claim deeds from the Colorado Department of Transportation tied to a CDOT realignment project at County Roads 31 and U and Highway 6 that the county says will add crossing arms and realign roads to improve safety.
Public Works Director Bruce Bass presented the deeds, describing the project as part of an existing program "to put in new crossing arms and other safety equipment" and saying the realignment "would help to make the crossing safer by realigning the two roads at that point." Commissioner Tim Malone moved to approve the deeds; Commissioner Kelvin Bernhardt seconded and the motion carried 3-0.
The board also ratified routine consent items including the renewal of a Colorado retail liquor license for NOCO Axe Throwing (After Hours Ft. Morgan), a stormwater inspection form (dated Jan. 29, 2025), approval of the Morgan County Ambulance Service EMTS funding grant application, and Contract 2025 CNT 014 with Northern Lights Therapy.
In separate business, Finance Director Lori Crispin presented changes to the county's 457 retirement option. Crispin said the option "would be available for elected officials, with the exception of the county commissioners" and that participants may choose between a deferred Roth IRA or a traditional pretax 457. Commissioner Kelvin Bernhardt moved to approve the change and Commissioner Tim Malone seconded; the motion passed 2-1 with Chairman Jon Becker dissenting. Crispin told the board that employees had provided positive feedback about the change.
Sheriff Dave Martin thanked the commissioners for the extended retirement option. Clerk and Recorder Kevin Strauch said the clerk's office had begun issuing passports for county employees and their families and would begin offering the service to the public soon. The regular session adjourned at 9:15 a.m.; minutes were later ratified Feb. 11, 2025.
