Louisa County supervisors, treasurer discuss future of driver’s license services in Treasurer’s office

On April 1, 2025, the Louisa County Board of Supervisors discussed concerns about the future of the Driver’s License station operated in the Treasurer’s office.
Treasurer Vicki Frank told the board she had planned to implement an additional charge for out-of-town issuance beginning in July but said discussion of a possible closure of the local station prompted her to pause that plan. Chair Shawn Maine said he has received numerous calls from residents about the station’s status and asked the item be returned to the board for further consideration.
Resident Randy Schlutz raised the possibility of modifying the county’s 28E agreement with the Iowa Department of Transportation to limit the range of services offered locally rather than provide the full suite of Driver’s License services. Frank said she doubted the DOT would approve changes to the existing agreement.
Maine said he would contact the Iowa DOT to seek clarification on whether the county could alter the services provided under the 28E arrangement and report back to the board. No formal motion or vote was taken on changing services at the April 1 meeting.
The board will await the county’s follow-up with the DOT before taking further action.
