Craig council approves $7,500 for Bridal and Tie Days rodeo after debate over LMD funds process

City Manager Casey Yoon said the $15,000 request had historically been covered by the Local Marketing District (LMD) and that the city plans to use incoming LMD distributions to backfill any upfront city spending. "Traditionally... the bridal and tie days rodeo... has received funding from LMD... The request was for 15 split equally between the city and the county," Yoon said, adding that event organizers will cover remaining costs through sponsorships.
Council members extensively debated process and precedent. Councilman Looper and others warned that approving this request now could open the door for multiple retroactive requests from other events; they asked whether applicants should be required to present to EDAC for review and follow-up reporting. Council discussion focused on timing: the county's LMD distribution formula was still being finalized and staff expects the funds to arrive in mid-July, while EDAC is preparing a process to handle incoming requests.
Some councilors said it was appropriate for the city to temporarily front the money and then be reimbursed; others urged caution about setting a precedent of spending before a formal process exists. Ultimately the council approved the $7,500 and recorded affirmative votes in the meeting's roll-call affirmation.
What to watch: Staff said it expects approximately $300,000 in the city's LMD distribution; council and EDAC must craft an administrative process for reviewing and prioritizing event and project funding requests before the funds are fully expended.
