City Engineer Lori Loaiza explained that the proceedings follow the Landscape and Lighting Act of 1972 and represent the final step in a multi‑hearing process. Councilmembers raised a few clerical questions about property-owner names and addresses on the assessment roll; Loaiza said staff would verify and correct entries in coordination with the county assessor.
Council members also called out two assessment reductions: Zone A (Birch Street Village) will see a decrease of $188.22 per parcel and Zone C will see a decrease of $3,485 per parcel; council described those as positive reserve management outcomes.
After closing the hearing with no public protest at the meeting, the council approved the resolution by roll call vote.
Next steps: Staff will finalize any clerical corrections to the assessment diagram and proceed with levy collection for FY 2026–27 as authorized by the resolution.
