Morgan County commissioners ratify consent items, adopt 2025 fee schedule and table two capital decisions

The Morgan County Board of County Commissioners used its Jan. 14 meeting to ratify routine business, adopt the 2025 fee schedule, and pause two large procurement decisions for further review.
On the consent agenda the board ratified approval of December 17, 2024 meeting minutes; the Morgan County Public Trustee report for Oct.–Dec. 2024; COR900000 annual stormwater report; Contract 2025 CNT 005 with Out East Contracting, LLC (term Jan. 7–Dec. 31, 2025); Secure Transportation Vehicle Permits for Centennial Mental Health Center (seven permit numbers); a Request for Waiver of Rental Fees for Morgan County Cattleman’s Association; and MOU Amendment #2 with the Colorado Department of Early Childhood and Morgan County Department of Human Services. Commissioner Jon Becker moved to approve items 1–7; Commissioner Gordon Westhoff seconded and the motion carried 3–0.
The board approved a correction to the Ambulance Department salary structure as presented and approved DHS December minutes, both by unanimous vote.
The board adopted the 2025 Morgan County Fee Schedule after presentations by Administrative Assistant Mindi Cloyd and department representatives (Planning & Zoning Director Nicole Hay, Building Permitting’s Troy Black, Environmental Director Cass Yearous, and Treasurer/Public Trustee Bob Sagel). The board noted that even with fee adjustments, county fees remain below those of nearby entities.
The E911 rate for 2025 was set at $2.12 per phone number per month in accordance with statute 29-11-103(3)(a).
Two substantive items were tabled for the incoming board: hiring a finance consultant and decisions on Hog and Sheep Barn bids, both because bids and information required further review. Each table motion passed 3–0.
What’s next: staff will proceed with implementing fee changes and corrections, and will return finance consultant procurement and barn bid evaluations to a future meeting when additional information is available.
