The Morgan County Board of County Commissioners approved a package of resolutions on Jan. 14, 2025 that set operational rules and administrative authorities for the year.
Resolution 2025 BCC 01 established standard county government business hours at 8 a.m. to 4 p.m., Monday through Friday, while allowing individual departments to adopt differing schedules to meet operational needs. The resolution was approved by a 3–0 vote.
Under Resolution 2025 BCC 02 the board updated financial authority for county bank accounts. The motion lists the following authorized signatories for the Board of Commissioners account at Bank of Colorado: Tim Malone, Jon J. Becker, Kelvin S. Bernhardt, Kevin Strauch (County Clerk & Recorder), and Robert A. Sagel (County Treasurer). The resolution specifies that all withdrawal requests require two signatures. The motion passed 3–0.
Resolution 2025 BCC 03 designated the county’s website (https://morgancounty.colorado.gov/) as the official public place for posting meeting notices under C.R.S. §24-6-402(2)(c), and retained physical posting locations at county offices as a courtesy or backup in the event of technical difficulty. That resolution also passed unanimously.
The board also approved Resolution 2025 BCC 04, appointing Mindi Cloyd as the Administrative Assistant to the Board pursuant to C.R.S. §30-11-107(1)(n). All resolutions were adopted by unanimous votes.
Why it matters: the financial-authority changes define who may access and move county funds and require dual signatories for withdrawals; the posting-location designation ensures statutory compliance with the Colorado Open Meetings Law. Appointing an administrative assistant provides a designated staff contact for board business.
