Morgan County approves road‑use agreement with Xcel for Pawnee Station haul route

Morgan County commissioners voted 3-0 April 8 to approve a Road Use Agreement with Public Service Company of Colorado (d/b/a Xcel Energy) for a haul route supporting work at the Pawnee Station power plant.
Public Works Director Bruce Bass told the Board the agreement formalizes a haul route from I‑76 to the plant via County Road 24 and is intended to reduce the project’s impacts on county infrastructure. Bass said the county’s own road project in the same area will likely be pushed to 2027 because of the haul activity. Xcel representative Kalen Phelbo said the company is coordinating with the local fire district.
Commissioner Timothy A. Malone moved to approve the Road Use Agreement; Commissioner Kelvin S. Bernhardt seconded and the motion carried 3-0. The agreement was described in the meeting record as a response to an earlier item (2025 BCC-05) and as a standard contract for the county.
