Morgan County commissioners swear in two new members, elect Jon Becker chair and make wide-ranging appointments

Jon J. Becker was elected chair of the Morgan County Board of County Commissioners on Jan. 14, 2025, after the board convened an organizational meeting following the outgoing board’s sine die. Clerk and Recorder Kevin Strauch called the meeting to order at 9:26 a.m., and Judge Dennis Brandenburg administered the oath to newly elected Commissioners Kelvin S. Bernhardt (District 1) and Tim Malone (District 2).
The incoming board immediately organized leadership: Bernhardt seconded Malone’s nomination of Becker for chair; the motion carried 3–0. Bernhardt nominated Malone for chairman pro tem; Becker seconded and that motion also passed unanimously. Clerk Kevin Strauch presided over the organizational sequence as required for the annual reorganization.
Why it matters: the leadership changes set committee assignments and signatory authority that shape county operations for the next four years. Commissioners were then assigned to boards and regional bodies including the Northeast Colorado Health Department, transportation and economic development councils, Morgan County Tourism Panel, and others as listed in the organizational schedule.
The board also approved extensive appointments to county bodies and staff roles. Among appointments recorded in the organizational schedule were: Mindi Cloyd as Administrative Services Manager and, later in the meeting, as Administrative Assistant to the board; Bruce Bass as Public Works Director; David Bute as Department of Human Services attorney; and several department deputies and signatories for administrative continuity. The board noted the Finance Director/Budget Officer position remained vacant.
Multiple boards and committees were populated for 2025, including the Planning Commission, Board of Adjustments, Family Preservation and Child Protection teams, Extension Advisory Board, Fair Board, Tourism Lodging Panel, and various special-district boards. The board recorded several vacancies to be filled later.
What’s next: the organizational decisions determine which commissioners represent Morgan County on regional bodies and who signs official documents; the board will take up remaining staffing gaps and vacancies at future meetings.
