Facilities directors urge capital attention: roofs, HVAC and a solar-roof option among priorities

Facilities and capital planning staff presented the district’s summer project summary and a refreshed 20-year capital plan, emphasizing that several roofs and HVAC control systems have outlived their useful life and should be prioritized.

The facilities director said multiple buildings—Memorial, the high school and Blake—have roofing systems roughly 30 years old and need replacement. "They're all at the point where they need to be replaced," he said, arguing the district must prioritize roof and HVAC work rather than continue short-term patching.

Staff reviewed completed summer work: flooring replacements at several classrooms, a new cafeteria floor at the middle school, interior repairs, updated interior cameras, repaved parking areas, track/field work and the addition of a new water-filling station donated by the environmental committee. The district also installed digital HVAC controls and replaced rooftop exhaust fans where needed.

Facilities staff said they are pursuing a combined roof-replacement and solar project to lower net replacement costs and are working with utilities and vendors to develop hard numbers for bids and potential grant support. They also noted an accelerated MSBA repair application is being pursued where applicable.

Committee members asked about project timelines, inspection sign-offs and cost estimates. Facilities staff described phased work tied to available budgets and noted some projects are near completion pending final inspections.

No capital appropriations were voted during the meeting; staff asked the committee and town capital partners to maintain focus on HVAC and roof priorities in upcoming capital budgets.
