Santa Rita Union Elementary board adopts 2026'27 LCAP, approves budget and service agreements

The Santa Rita Union Elementary School District board voted unanimously to adopt the district's 2026'27 Local Control and Accountability Plan and approved several operational items during a meeting that also reviewed upcoming budget revisions and service agreements.
An LCAP presenter told the board that the Merced County Office of Education's fiscal review found minor typographical errors in some figures and identified a multiyear subscription that freed funds. "With that savings, we were able to apply that to our goal and action that reduces class sizes and add another teacher to that budget line," the presenter said, explaining the district redirected the savings into staffing to help reduce class sizes.
The LCAP discussion included brief praise from board members for the workshop held the previous night. Board Member Sarah Turner said she appreciated the focus on what works and the district's fiscal flexibility in serving students. After brief discussion, the board moved to approve the LCAP and voted 4-0 in favor.
In other business, district finance staff reviewed changes to the 2026'27 budget. Staff said the district updated estimated revenue for the Expanded Learning Opportunities Program (ELOP), booked penalties for the full amount owed, and noted the state cost-of-living adjustment (COLA) will be incorporated in the 45-day revision. The board approved the July 1, 2026 budget by a unanimous vote.
The board also approved a partnership agreement with Grand Canyon University to place student teachers, school psychologists, school counselors and administrators for fieldwork in district schools. A district presenter described the agreement as an expansion of existing partnerships with institutes of higher education to support field experience placements.
Separately, the board approved a service agreement with CODESP, a human-resources vendor whose tools the district uses for building interviews and classified employee testing. According to staff, CODESP helps the district assess candidate qualifications for classified positions before they are interviewed.
Board President Jacob Sandoval said there was nothing to report from closed session. The board set its next regular meeting for July 8, 2026, and adjourned at 06:18.
