Residents urge Little Rock board to act on neighborhood flooding, crosswalks and street safety

Several residents used the citizen-communication period at the Little Rock City Board meeting to press for immediate action on neighborhood flooding, pedestrian crossings and violent crime.
Melissa Muse (Madison Valley resident) said two new construction projects have caused repeated severe flooding at her home since April 2025, describing foundation damage in the neighborhood and asking the city to continue hands-on remediation work staff had begun. “Nothing was done. Promises were made. Fingers were pointed,” she told the board.
Multiple speakers asked for traffic-calming measures and restored crossings near schools. Lynn Ballard urged the board to restore a crosswalk near Mabelville Elementary and to install a three-way stop at Heeke Road and Mabelville Cutoff after she said her son, Hunter Shane Ballard, died following removal of a crosswalk. “We need the crosswalk at Mabelville Elementary School. Restore immediately,” Ballard said. Daniel Eaton and Clyde Alexander also requested stop signs, speed bumps or signals on Lee Street and Mapleville-area streets where they said vehicle speeds are dangerous near schools.
Separately, Jackie Smith delivered an emotional plea about gun violence and asked for a coordinated response from city government, schools, churches and courts. “Enough is enough,” she said, describing personal losses from shootings and urging stronger programs and city leadership.
What’s next: staff told speakers they would follow up and reach out to affected neighborhoods; a fleet and project update on several operational items was scheduled for future meetings, and staff said a fleet inventory presentation is expected by the end of August.
