Council approves consent agenda, housing loan, TID audit distribution and development agreement; hire tabled

At its Nov. 7 meeting the City of Jefferson Common Council approved several administrative and economic items.
Consent agenda: Ald. Teeter introduced the consent agenda (Resolution No. 71), which the council approved unanimously. Items listed in the minutes included vouchers payable for October in the amount of $654,893.34 and a payroll summary for Oct. 18 of $204,128.58; the minutes also record a rental agreement with the ADRC for the Meals on Wheels program, the 2025 Humane Society of Jefferson County contract for $20,978.49, and licenses approved by the Regulatory Committee.
TID #6 final audit: The council accepted the final audit for Tax Incremental District No. 6 and directed the City Treasurer to distribute any excess increment—after providing for ongoing TID expenses—to affected taxing districts with proportionate shares to be determined by the City’s auditors, Baker Tilly. (The minutes title the item as Resolution No. 72; a roll-call line in the minutes references a different number. The substance recorded is acceptance of the final audit and the distribution instruction.)
Housing loan: The council approved Resolution No. 73 authorizing a $50,000 loan from the Jefferson Revolving Housing Loan Fund to Fields Properties, Inc. for renovation of two apartments at 127 E Racine Street (the minutes show an estimated total renovation cost of $120,000). Loan terms recorded in the minutes: $50,000 at 3% interest, repaid over 10 years. The loan requires certification that the units will be rented to qualified low- and moderate-income residents per Jefferson County income guidelines and State of Wisconsin rent limits.
TID 12 and development agreement: By Resolution No. 74, the council found a proposed near-north-side project appropriate for City financial assistance under Tax Increment District No. 12 and authorized City officials to execute a Master Development Agreement with the developer (City North Development, LLC). The resolution text also references a contract between the City and Virtus, Inc. approving the assistance as economically justified. Ald. Mattke moved the resolution; Ald. Teeter seconded and the motion carried unanimously.
Personnel item tabled: A resolution authorizing the hire of a full-time wastewater/water operator was listed but was tabled and no action was recorded.
All motions noted above in the minutes carried unanimously, according to the roll calls recorded.
