Jefferson council creates TID No. 12, approves park‑planning contract and sells city parcel

Mayor Dale Oppermann presided over the City of Jefferson Common Council meeting on Oct. 15, 2024, where the council unanimously approved a slate of resolutions that will shape local development and city services in the coming year.
The council voted to create Tax Incremental District No. 12, effective Jan. 1, 2025, and approved the district’s project plan and boundaries under Wisconsin Statutes Section 66.1105. The resolution states the district was designated a blighted area, that the project plan contains an economic feasibility study and a detailed list of estimated project costs, and that required notices were provided to taxing jurisdictions and property owners. The council also authorized city staff to apply to the Wisconsin Department of Revenue for a Determination of Tax Incremental Base and directed the city assessor and clerk to note district parcels on the assessment and tax rolls.
The council authorized a contract to update the City’s Comprehensive Outdoor Recreation Plan (CORP), selecting Synder & Associates following a public RFP and interviews. The firm’s submitted fee was $26,235; the council authorized a contract not to exceed $35,000, with funds to be paid from the Capital Parks Project line‑item account (#6650000-40-451). Ald. Chick Neils moved the contract award; Ald. Toby Tully Jr. seconded, and the motion carried unanimously.
On its consent agenda the council approved Resolution No. 64, which included payment of October vouchers totaling $1,356,018.44 and payroll for Oct. 4, 2024 of $229,064.29, approval of Oct. 1 minutes, and approved operator’s licenses.
The council accepted the resignation of Alderperson Jen Pinnow from the Alderperson‑At‑Large position and directed the city to solicit letters of interest to fill the seat for the remainder of the term, which expires in April 2026. The resignation was accepted by unanimous vote.
The council authorized the sale of a two‑acre city parcel at 700 Masonic Blvd. to Bielinski Homes, Inc. for $130,000 pursuant to the parties’ offer and counter‑offer; the action was described in the resolution as intended to permit the construction of several residential units. The sale was approved unanimously.
The council also authorized purchase of a 2023 Can‑Am SSV Defender ST 62 HD9 for the Police Department from Rob’s Performance Motorsports in an amount not to exceed $16,000. Rob’s had allowed the department to use the vehicle during a 2024 test program and offered $8,059.35 toward the purchase. The purchase will be funded from unspent 2024 Capital Project proceeds or fund balance.
An ordinance (Proposed Ordinance #11‑24) to rezone two Russell Court parcels—241-0614-1132-115 (238 Russell Court) and 241-0614-1132-113 (226 Russell Court)—from SR‑D Single Family Residential to DR‑8 Duplex Residential was introduced for its first reading by Ald. Jim Schroeder. No final ordinance vote was recorded at this meeting.
The council also approved Resolution No. 66 to postpone the Nov. 5, 2024 Common Council meeting to Nov. 7, 2024 because Nov. 5 is election day. The meeting adjourned at 7:32 p.m.
