Jefferson council adopts updated fire code, approves developer agreement and a series of routine resolutions

The City of Jefferson Common Council on Sept. 17 adopted Ordinance No. 8-24 to update the city’s fire prevention code by adopting the most current edition of the National Fire Protection Association codes and standards by reference. Mayor Oppermann called the meeting to order at 7:00 p.m.; the motion to adopt the ordinance was moved by Ald. Tully and seconded by Ald. Mattke and carried on a unanimous roll call.
The council also approved a series of resolutions in a single session. The consent agenda (Resolution No. 56) adopted vouchers payable totaling $2,175,165.54 and payroll for Sept. 6 totaling $174,075.21, ratified council minutes from Sept. 3 and approved several licenses, including an operator’s license and a liquor license for Spirits Cocktail Club, and a right-of-way closure for the Jefferson Chamber of Commerce Boo Bash (Oct. 17, 2024). Ald. Teeter moved the consent agenda; Ald. Schroeder seconded it and the motion passed unanimously.
Resolution No. 57 approved a special-event permit for the Jefferson County Rowing Club’s WISCO Chase Regatta at Rock River Landing Park on Oct. 6, 2024; organizers provided required insurance and staff coordination. Resolution No. 58 adopted updates to the City of Jefferson Purchasing Policy. Resolution No. 59 requests exemption from the Jefferson County library tax for 2025 under Wis. Stat. §43.64(2)(b) on the basis that the city will appropriate and expend at least the statutory threshold. Each of these resolutions was introduced by the alderpersons named on the record and passed unanimously.
Continuing routine capital and infrastructure approvals, the council authorized Resolution No. 60 to purchase an aeration blower and upgrade parts for the wastewater treatment aeration system from Mulcahy Shaw Water in the amount of $40,207.00; funding was designated from Replacement Fund monies. The meeting concluded with Resolution No. 61, which authorized a Developer’s Agreement with Jefferson Hills Condominiums, LLC for a multi-use project on the city’s north side that the minutes describe as roughly 54 townhouse condominiums and two retail sites totaling about 11,500 square feet. The council record estimates infrastructure costs at $1,376,515 and states the city anticipates providing public assistance not to exceed $880,000 via a combination of cash and pay-go tax increment assistance. Ald. Tully introduced Resolution No. 61; Ald. Obernberger seconded it and the motion carried unanimously.
All recorded motions on the agenda were approved by unanimous vote. The Common Council adjourned at 7:22 p.m.
