Marion's Town Council voted to vacate approximately 2,794 square feet of Paper Street (an R-2 zoned strip) and allow adjacent Economic Development Authority (EDA) parcels to assume the interior lot line, subject to payment and completion of required surveys and legal work.
Todd Long (zoning staff) explained that the interior lot adjustments would leave EDA parcels with nearly identical sizes and that town records show no utilities running through the strip. Staff estimated the land value at $1,718 (about $0.61 per square foot) as an average of adjacent property values; that figure excludes survey and attorney fees.
Council discussed selling the strip at assessed value so the town process treats the EDA the same as other buyers; one councilor suggested the council could accept the EDA's payment and later donate proceeds back to the EDA if desired. The town attorney explained that the buyer normally pays survey and legal costs and that the deed of vacation must be prepared before transfer. A motion to vacate and allow EDA acquisition conditional on payment of fees and completion of survey and deeds was made, seconded, and approved.
Council noted there were no public comments on the item. The transcript indicates the motion passed and council directed that surveying and legal steps occur before the town attorney processes the deed of vacation.
