Kristen Wilping, planning division, introduced Madeline Echel, senior planner with the Brownfield program, who said the county will request $460,000 in reimbursement funding to support a two‑year cleanup and construction process for a 12,000‑square‑foot warming and community shelter building adjacent to the existing facility at 283 Baldwin Avenue.
Echel said the grant funds would pay primarily for a vapor‑mitigation system to remove soil gas from inside the proposed building, transport and disposal of contaminated soil, construction oversight, and one year of system testing and maintenance. She noted the site’s history of industrial uses, including a railroad and dry‑cleaning operations, and said soil and groundwater exceedances prompted the Brownfield application.
Commissioners discussed parking and site‑plan review and were referred to the City of Pontiac for detailed site‑plan questions; the board approved the motion to apply for the EGLE Brownfield grant and forward the recommendation (7 yeas, 0 nays).
Next steps: Staff said the city handles site‑plan review and the county will pursue the Brownfield reimbursement grant and return with updates as required by the grant timeline.
