Board backs recommendation for Lighthouse Michigan’s 98-bed noncongregate housing center and up-to-$6M bond

The board received a presentation from Economic Development Corporation staff on a proposed Lighthouse Michigan project that would build a three‑story, 98‑bed noncongregate housing opportunity center on the organization’s Pontiac campus.
Catherine Liefel said the total project is roughly $20,000,000; Lighthouse has fundraised and holds reserves and is seeking a bond issuance not to exceed $6,000,000 to fill the financing gap. The facility would provide individual sleeping and bathing units for families, a two‑story community dining center and resident support services.
Liefel noted the EDC issues tax‑exempt industrial revenue bonds as an issuer and that PNC would be the direct purchaser on the current projects. She said bond counsel performs detailed legal review to ensure use‑of‑funds and occupancy requirements are met.
“Lighthouse has been a really good partner throughout the region,” the Chair said during discussion, and commissioners commended the noncongregate model.
The board voted to recommend the project and to appoint two project‑specific EDC directors (Joy Dockum of the City of Pontiac and Sasha Flack, a Pontiac resident); both actions carried unanimously.
Next steps: Staff said the EDC will return with project plans and bond documents as the financing arrangements are finalized.
