Planning Commission endorses Franklin’s 10‑year Transit Master Plan and timeline to BOMA

The Planning Commission voted June 25 to endorse the Franklin Transit Authority’s 2026 Transit Master Plan and recommend it for consideration by the Board of Mayor and Aldermen.
Consultant Wally Blaine summarized 11 months of outreach, conditions analysis and a 10‑year conceptual capital and service roadmap. The plan groups more than 50 recommendations into outreach and education, planning and policy updates, capital and technology investments, transparency and performance monitoring, and service improvements focused on fixed routes and microtransit (on‑demand shared trips).
The plan proposes an initial microtransit feasibility zone in Cool Springs, further evaluation of a downtown zone, and incremental fixed‑route improvements informed by data and a future operational analysis. Blaine said the study team worked with City staff and the Franklin Transit Authority, ran public surveys, rider outreach and stakeholders interviews, and produced high‑level planning cost estimates; some later‑year operating items will need additional funding.
Staff said the plan was presented to BOMA at a work session earlier in the week; the next formal steps are a BOMA meeting on July 14 and a Franklin Transit Authority board meeting on Aug. 4. The commission asked no substantive changes and voted to recommend adoption to BOMA.
Action taken: commission recommended approval of Resolution 2026‑26 (adopt Transit Master Plan) and endorsed the implementation timeline.
