Alderman Smith Jr. noted the document contains reporting and data‑sharing provisions requiring cooperation with state agencies; he said he had not been able to do full due diligence over the weekend but would vote yes while flagging the grant’s "strings attached." Alderman Healy said the requirements are standard for establishing best practices and continuity of services and supported acceptance.
City Attorney Burson and staff said the grant has been in place for decades and that administrative procedures require updated resolutions each time certain municipal officers change. The board approved the grant unanimously.
