Neighbors urge limits on Stowe Barn lease after item postponed to August

Several neighbors and arts stakeholders spoke on July 6 about the Stowe Barn lease, which the board removed from the current agenda and said will return in August. Speakers said they welcome restoration and community uses but voiced consistent concerns about a proposed 25‑year lease without explicit permitted‑use restrictions, oversight, or guarantees that the site will prioritize public, low‑cost community access over lucrative private rentals.

Jorge Chiluiza, who said he lives at 66 Stowe Avenue, said the association's stated intent appears community‑focused, but that the lease lacks specific permitted‑use clauses and could lead to frequent private events (weddings, parties) that increase parking, noise and late‑night disturbance. Artist Joseph Unique supported the idea of a community arts and market space but urged legal protections to prevent "corporate drift," including a requirement that a portion of private rental revenue be reinvested for free community programming and that neighborhood representation be guaranteed.

Neighbors repeatedly requested clearer terms and asked the board to require specific protections for community use, limits on alcohol service at events, and a shorter or more conditional lease term. Several speakers asked to leave materials and photographic before/after examples for aldermen to review when the item returns in August.

Chair noted the item has been removed for consideration next month; residents were told they may address it again at the August meeting. No formal action was taken on the lease at the July session.
