Two Harbors council approves consent agenda including $5.66M in claims, wastewater payment and personnel moves

The Two Harbors City Council on Dec. 12 approved a consent agenda and multiple personnel resolutions in a series of unanimous roll call votes.
The consent agenda included Resolution No. 12-348-22 allowing claims against the city in the amount of $5,660,000.00 and Resolution No. 12-349-22 authorizing payment to Lakehead Constructors for Pay Application No. 13 on the wastewater treatment plant project for $680,887.72. Other consent items included authorization of payment to WSB for material testing services, acceptance of planning assistance proposals, designation of the community center as the 2023 polling place and cigarette license approvals for several retailers pending the approval of the chief of police. The council also accepted with regret the resignation of Mic Golden from the Library Board and approved the third and final reading and summary publication of an ordinance supplementing the city code.
Under New Business the council approved a package of personnel actions and related items: Resolution No. 12-362-22 awarding the position of cemetery caretaker to Aaron Heim effective Dec. 16, 2022; Resolution No. 12-363-22 authorizing a contingent offer of employment to Sean A. Jones for the position of patrol officer in the police department; and Resolution No. 12-364-22 authorizing the Lake County Housing and Redevelopment Authority to continue levying in Two Harbors for the 2023 fiscal year. The council also adopted two temporary-compensation extensions (Resolutions No. 12-365-22 and No. 12-366-22) extending additional compensation for the Finance Director and the City Clerk until the start date for the new City Administrator.
Communications accepted by the council included memoranda from Bolton & Menk with updates on the wastewater treatment facility improvement project and other city projects, and a letter from the Confidential Employee Association indicating a desire to open their working agreement for negotiations.
All motions noted above were carried by unanimous yea votes on the record.
