The Two Harbors City Council on Dec. 12 adopted a 2023–2027 Capital Improvement Plan (CIP) after a short public hearing during which no members of the public spoke.
Finance Director Miranda Pietila presented an overview of the proposed CIP, describing it as a planning and budgeting tool that can be revised as circumstances change. The council heard no public comments and Clerk Patricia D. Nordean reported no written communications were received during the hearing. The council then voted unanimously to adopt Resolution No. 12-361-22, with amendments to the name of the Third Street plan and by adding a Stormwater Management Plan for 2023.
The council’s adoption of the CIP sets out proposed projects and capital purchases for 2023–2027 but does not in itself appropriate funds; budget and project-level decisions will be addressed in subsequent budget and project approvals. The hearing opened and closed on Dec. 12; council members emphasized that the document is intended as a working plan that can be adjusted in future meetings.
The meeting record shows the vote was unanimous. No public testimony was recorded during the hearing.
