Board delays $27,000 culvert job and directs sewer inspections ahead of DOT’s Highway 35 resurfacing

The Village of Bloomington board on Dec. 1 decided to defer a $27,000 culvert installation after the township declined to split costs and said it may pave its gravel area, which could reduce runoff. The board reached consensus to wait and reconsider the culvert during a planned Highway 35 road project rather than proceed immediately with the expensive installation.
Clerk/Treasurer Shawna Atterbury and Director of Public Works Keith Leitzinger reviewed Wamsley Excavating’s $27,000 quote and noted the township’s decision not to contribute. Leitzinger explained that runoff from the fairgrounds flows to Fourth Street through a small pipe that cannot handle heavy rains and causes flooding.
The board also reviewed correspondence from the Wisconsin Department of Transportation about a 2031 resurfacing of Highway 35 and a request that the village decide by March 1, 2026 whether to replace village utilities in conjunction with that project. Mark Digman of Delta 3 Engineering recommended televising the sanitary sewer to assess pipe condition and conducting basement inspections to identify any lead water services or other issues before making a utility-replacement decision.
Leitzinger told the board he discovered lead water service lines during recent inspections. The board directed Leitzinger to contact Mark Digman to arrange sewer televising and to request bids for that work before the January meeting so the village will have condition data ahead of the DOT decision deadline.
No formal vote was recorded on televising; the direction was assigned to staff as part of planning for the DOT project and utility assessment. The board indicated it will revisit the culvert question and municipal participation in utility replacement once additional information and bids are available.
