Village committee reviews budget and enters closed session over personnel

The Village of Bloomington Finance & Purchase Committee met Sept. 30, 2024, to begin its annual budget review and to address a personnel matter in closed session. Village President Robert McLimans called the meeting to order at 4:00 p.m., and Clerk/Treasurer Shawna Atterbury recorded the meeting.
Jay Bennett of Johnson Block led the budget presentation, providing a detailed breakdown of proposed revenues and expenditures and advising the committee that the Village should reduce budgeted expenses to remain under Wisconsin's expenditure restraint cap. Bennett said staying under that cap would allow the Village to qualify for state incentive aid and recommended specific spending reductions to meet the threshold.
Committee members, including Committee member Dawn Drew, Committee member Al Mergen and Committee member Dennis Moris, discussed where adjustments would be needed in the draft budget to align with Bennett's recommendations. No formal budget adoption occurred at the meeting; the discussion focused on options and potential reductions to spending levels.
President McLimans announced the board would go into a closed session under Wisconsin Statute 19.85(1)(c) to consider employment and performance-evaluation matters. McLimans moved to enter closed session and Committee member Dawn Drew seconded; the committee recorded that all were in favor and the motion carried. After the closed session, McLimans moved and Committee member Dennis Moris seconded a motion to come out of closed session; again, all were in favor and the motion carried.
McLimans asked committee members for future agenda items; none were suggested. McLimans then moved to adjourn, Moris seconded, and the committee adjourned after recording unanimous assent.
