Commissioners described a distinction between overnight shelter beds (emergency use) and program beds that require engagement with services; staff and board members debated whether increasing overnight beds or program beds would better enable enforcement and long-term housing outcomes. An official on the 2nd Light (formerly a shelter partner) board described a model that emphasizes program beds to move people toward permanent housing, while noting some council members want more overnight capacity.
On crisis response, commissioners and county staff emphasized that 911 remains the appropriate channel for unknown or potentially dangerous calls and that 988 is for direct mental-health crisis lines; dispatchers and embedded social workers can triage calls and route mobile ICT (integrated crisis team) or mental-health-only teams as needed. County staff said they will coordinate with Wichita to issue a unified public message on when to call 911 versus 988 and to gather data to inform next steps.
Commissioners also discussed tools already in place for parks (permit requirements at Lake Afton and Sedgwick County Park) and the potential to expand enforcement or code language for encampments on county-owned lands. Several commissioners urged more data on overdose incidents, police response times and drug enforcement in problem corridors to shape targeted action.
Next steps: staff to develop the requested encampment policy options, coordinate a public-message campaign with city partners outlining proper use of 988 and 911, and return data on shelter utilization and possible regulatory or programmatic changes.
