Council directs $744,029.55 second payment to Crosswinds Development and approves organizational chart changes

Mayor Simpson objected to listing the council above the mayor; Baxter and Gritzmaker discussed layout alternatives. Baxter moved to approve the organizational chart with the mayor and council oriented as discussed and the motion carried.
