PSC: BEAD approvals let state start grant agreements; onboarding and outreach tasks remain

The Public Service Commission update at the Governor's Task Force on Broadband Access meeting on Feb. 18 outlined milestones that allow the state to move from planning to contracting for federally funded broadband projects.
Alyssa, a PSC staff member, told the task force that the state's BEAD final proposal was accepted by NTIA on Dec. 2 and that the National Institute of Standards and Technology approved the state's budget and allocations on Feb. 9. "That means we actually can execute grant agreements now because we actually have the money available to us to contract," she said.
Alyssa warned that onboarding awardees will be more administratively intensive than prior state grants. Recipients must provide letters of credit, performance bonds, engineering certifications, cybersecurity plans and complete National Environmental Policy Act and historic‑preservation reviews before construction begins. She estimated the combined work by providers and PSC staff to assemble and review required documentation could take one to two months.
The PSC also flagged NTIA listening sessions on the so‑called non‑deployment funds and said initial federal guidance on allowable uses was expected by March 11. "NTIA has had some listening sessions related to non‑deployment funds," Alyssa said, noting a recent session had about 1,300 attendees.
Separately, the task force heard several near‑term grant announcements administered or promoted by the PSC: a telemedicine equipment grant offering up to $1,000,000 (no match) with an application deadline March 4 at 1:30 p.m., and a Lifeline Outreach grant up to $250,000 (no match) with an application deadline March 11 at 1:30 p.m. The PSC will hold virtual office hours Feb. 23, 12–1 p.m., to answer application questions and will post application links on the task force web page.
Why it matters: BEAD funding is the largest federal broadband program to date for states; federal approvals let states move to contract and deploy infrastructure, but Alyssa emphasized the complexity of compliance and environmental reviews that must happen before ground can be broken. NTIA guidance on non‑deployment dollars will influence how states can use any leftover BEAD funds.
