Council approves E Plan Exam agreement and authorizes limited-term wastewater operator
Summary
After a Nov. 17 closed session, the Brodhead council approved an agreement with E Plan Exam (EPLEX) to assist with commercial plan submissions and authorized a limited-term hire for wastewater operator Kyle Woodworth to begin Nov. 18, 2025.
David Mattox, president and owner of E Plan Exam (EPLEX), told the council his service would assist with submission and approval of large commercial plans in partnership with Building Inspector Ryan Lindsey, saying it would help "regain control over building." Mattox said the program would return 10% of collected fees to the city.
The council entered closed session under Wisconsin Statute 19.85(1)(e) to deliberate contracts and personnel related to E Plan Exam and a limited-term wastewater operator. On return to open session, the council voted to accept the E Plan Exam agreement (motion by Burkhalter, second by Naramore; roll call: all ayes) and to offer Kyle Woodworth a limited-term agreement beginning Nov. 18, 2025 and continuing through July 1, 2026 (motion by Gritzmaker, second by Naramore; all ayes).
Council minutes show the arrangement with E Plan Exam will allow the city to partner with its building inspector for commercial plan review; the agreement and the limited-term personnel action were approved by majority vote with no recorded dissents.
