Mayor Pro Tem Renee S. Knight presided over a Sept. 3 special called meeting of the Morrow City Council and announced the unanimous adoption of Ordinance 2025-05, which sets the city's 2025 tax millage rate.
The public hearing on the ordinance opened at 10:05 a.m. City Clerk Victor Aguilar told the meeting the hearing needed to remain open for at least two minutes; no members of the public spoke during the hearing. Councilwoman Dorothy Dean asked for clarification about the ordinance. Mr. Baker stated the materials were the same as previously presented, with only dates and times updated, and noted that this action constituted the ordinance's second reading and adoption. If approved, the ordinance would be submitted to the tax assessor, the tax commissioner and the state for processing.
After the hearing closed at 10:07 a.m., Mayor Pro Tem Knight called for a motion. Councilwoman Dorothy Dean moved to approve Ordinance 2025-05; Councilman Khoa Vuong seconded. The motion passed unanimously with recorded votes from Councilwoman Dean, Councilman Vuong, Councilwoman Hue Nguyen and Mayor Pro Tem Knight. Mayor John J. Lampl II was absent from the meeting.
The special called meeting was adjourned by Mayor Pro Tem Knight at 10:08 a.m. The minutes were attested by City Clerk Victor Aguilar and the record shows the minutes were approved Sept. 9, 2025. The ordinance's effective date is not specified in the meeting record; the council directed that the adopted ordinance be forwarded to the listed tax officials for the next steps in assessment and billing.
