Dominion Energy outlines 500 kV transmission-line rebuild affecting 102 properties in Powhatan County

Dominion Energy representatives briefed the Powhatan County Board of Supervisors on April 27 about a proposed rebuild of an aging 500-kilovolt transmission line that runs through the county.

Dominion's Carrie Rose Pace said the project would rebuild 38 structures in Powhatan County and would affect approximately 102 properties along the corridor. Pace said the work will occur within the existing right-of-way and that construction is expected to begin in summer 2028 pending required approvals. She described a sequenced construction approach beginning with foundations, then poles, then wires, and finally demolition of the existing lattice towers. Heavy equipment would use mats or gravel to limit ground disturbance, and Dominion said it will use existing access roads where possible.

Chairman Donati and Pace discussed potential impacts on adjacent property owners and traffic. Pace said two types of traffic impacts are likely: short delays when large equipment enters sites (managed with police escorts and flaggers) and temporary road pauses when wires are pulled across roadways. She also announced upcoming community engagement events, including an in-person meeting at the Bold Host event venue on Oakbridge Drive, and pointed residents to a planned interactive portal on Dominion's website to visualize construction stages once permits are secured.

Dominion also highlighted a new customer resource hub, dominionenergy.com/save, that consolidates customer-facing programs and resources.
