Northfield council authorizes trench drain, hears signal and grant updates, approves police radio purchase

On Sept. 9 the Village of Northfield Council authorized public‑works and safety purchases and heard engineering updates on traffic signals and grant deadlines.
Engineer Rich Wasosky told council the Ledge Road/State Route 8 traffic signal pole is expected before the end of the month and described surface flooding at the Route 8 Plaza main entrance during heavy rain. Wasosky recommended installing a 12‑inch trench drain across the Plaza driveway and adding an ODOT Standard No. 3 catch basin on Route 8 north of the driveway. Wasosky also said the Issue 1 and Issue 2 District 8 grant and loan application deadline had been extended to Nov. 4, 2020, and identified a malfunctioning loop detector at Meadowlane that he plans to replace next year at an estimated cost of $3,000–$3,500. He said a previous concern with the Fire Station signal — which had been activating without vehicles present — is now corrected.
Service Department Superintendent Jason Walters supported the trench‑drain approach. Council authorized the purchase and installation of materials for a trench drain, not to exceed $13,000 (motion by Councilperson Jenn Domzalski, seconded by Gary Vojtush). The motion passed on unanimous roll call votes.
Police Chief John Zolgus said the department needs to transition to the 800‑MHz system and requested authorization to buy up to 20 radios; the state bid quote for 20 radios was $109,432.22 and $90,000 had been budgeted for the expense. Council authorized purchase of up to 20 radios for an amount not to exceed $110,000 (motion by Gary Vojtush, seconded by Jenn Domzalski). Chief Buss said a new storm siren for the village will be delivered within two weeks and staff will determine the final mounting location.
Next steps: Engineer Wasosky will proceed as authorized on stormwater mitigation design and staff will coordinate procurement timing and installation for radios and the siren.
