Candler County awards $173,930 recreation repairs, approves vendor and field use agreements and a small building repair contract

The Candler County Board of Commissioners on Feb. 16 awarded multiple contracts and approved new policies to standardize recreation operations.
After reviewing bids for RFP 2025‑9 to repair Metter‑Candler Recreation facilities, Administrator Bryan Aasheim recommended awarding the project to One of a Kind Lawncare as the lowest responsive and responsible bidder at $173,929.81. Commissioners discussed advance‑payment language and confirmed the contractor would not require an upfront payment. The board included liquidated damages provisions in the contract: $100 per day per itemized project beginning 30 days after each item starts, and $1,000 per day for the overall project beginning 180 days after award if incomplete. The motion passed 5‑0.
For repairs to the Strickland Building entrances, Holloway Construction’s firm bid of $5,700.00 was accepted. The board set project duration expectations, a seven‑day completion target, and liquidated damages that escalate from $100/day after seven days to $250/day after 30 days. The motion carried 5‑0.
The board also unanimously approved a Food Truck Vendor Agreement prepared by the County Attorney for use at recreation events and a Youth Sports Organization Facility Use Agreement and Travel Team Registration Agreement to standardize field rental, fees, insurance and cleanup responsibilities. Recreation Director Logan McCullough was on hand to answer questions about fees and operations.
A proposed capital project to improve entrance signage and create a sponsorship recognition mechanism at the Metter‑Candler Recreation Department drew general agreement as needed but was tabled so staff can research funding sources and return with recommendations.
