Concord Town Board approves consent agenda, awards Senior Center electrical contract and OKs multiple budget transfers

The Concord Town Board met Aug. 14 and unanimously approved a slate of routine and project-related actions, including authorization to bid a Kissing Bridge watermain extension, award of an electrical contract for the Senior Center garage, and two budget transfers to fund a new highway truck and air-conditioning work at the Hulbert Library.
Supervisor Philip Drozd called the meeting to order at 7:02 p.m. and members approved the consent agenda — including minutes from July 10 and routine monthly reports — on a motion by Council Member Clyde M. Drake, seconded by Council Member Kenneth D. Zittel. The board then received the Senior Center director's July report. Senior Center Director Holly Hunt told the board she had reviewed a People Inc. contract and asked the board to authorize Supervisor Drozd to sign the agreement; the board approved that authorization on a motion by Council Member Kimberly S. Krzemien, seconded by Council Member Kenneth Kassel.
Hunt also reported recurring incidents of people attempting to access exterior electrical outlets at the Senior Center. Hunt said she had previously discussed the issue with Supervisor Drozd and Officer Shane Miller and that the board plans to pursue building cameras to deter the behavior.
Highway Superintendent Barry A. Edwards asked the board to receive and file his department's report; Council Member Zittel moved and the board approved that request. The board then discussed the Kissing Bridge Watermain Extension Project and voted to authorize bidding for improvements, following an update on the KB wastewater treatment plant.
The board reviewed electrical bids for the Senior Center garage and accepted the bid from Beres Electrical Services (Total Alternate No. 1: $15,500; Total Alternate No. 2: $16,100). Council Member Krzemien moved to accept the Beres bid and Council Member Zittel seconded; the motion carried unanimously.
Council Member Kenneth Kassel presented the audit of bills. The board approved Abstract 8, totaling $509,849.23 across multiple town funds (including $318,283.87 in Highway Outside Village (DB) and $39,524.29 for Joint Youth). The board also approved a hardship request to allow St. Mary’s Parish (merged with St. Aloysius Roman Catholic Church) to continue Bingo and Games of Chance licenses at 156 Franklin Street in Springville; Supervisor Drozd will notify the State Gaming Commission of the decision.
Two budget transfers were approved: a $38,525 debit from the Highway Reserve credited to Highway Machinery Equipment & Tools (DB5130.20) to purchase a new highway truck, and a $40,000 debit from the Building Reserve credited to Library Maintenance (A1620.44) to pay for air-conditioning work at the Hulbert Library. Both motions passed on unanimous votes. The board also approved CEO Roberts' annual training at the Chautauqua Harbor Hotel, Sept. 10–12, 2025.
A request from Twelve Springs Church to use Town Hall was discussed and tabled until September so Supervisor Drozd can consult with the church's lead pastor. No residents spoke during the Resident Concerns portion of the meeting.
The meeting adjourned at 7:43 p.m.; the board concluded by noting several names to be remembered in the meeting record.
