Frankfort — The Franklin County Fiscal Court on June 30 awarded a contract to ERS Wireless to install an access-control system in elementary schools, part of a project funded by the federal COPS School Violence Prevention Program.
Belinda (county staff) told the court the county accepted a federal award of $233,584, with a required local match of $77,861 from Franklin County Schools, yielding total available project funding of $311,445. An RFP produced proposals from ERS Wireless and Walt’s Business Solutions; a selection committee recommended ERS as the best value. A vendor-provided update in the meeting materials lists the system cost at $307,593.72.
Bella Pollard, Franklin County Schools director of technology, explained the system will allow staff to badge into doors, will trigger audible alarms if an unauthorized door opening is detected and will integrate with existing security cameras. Pollard said the district will cover maintenance costs at the end of the five-year subscription period.
The court voted to award the bid to ERS Wireless. County staff explained the schools will invoice the county for the match and the county will process reimbursement under federal grant rules.
What happens next: ERS Wireless will be contracted to proceed with installation; finance staff will coordinate invoicing and reimbursement with the federal grant manager.
