Conditions include limiting the permit to the existing dwelling, compliance with Franklin County Code supplementary regulations, proof of at least $1,000,000 liability insurance for guest injury, registration and inspection before rental, property‑manager contact information supplied to the Planning Department and adjoining owners, and compliance with VDH and building regulations; occupancy is limited to two bedrooms unless a septic upgrade and inspections are completed (RES #13‑05‑2026).
The Board approved an abandonment of a portion of State Route 1105 (Highland Lake Road) — approximately 0.495 acres — with an easement retained to provide access to drainfields on a neighboring parcel; the abandoned portion will be added to tax map parcel #0510001001 as requested by owners Dale and Judith Webber (RES #14‑05‑2026).
Finally, the Board made several appointments and reappointments: Ed Saunders (Recreation Advisory Commission), Addison Hancock (Planning Commission, Snow Creek representative), Charlene Jones (Recreation Advisory Commission reappointment), and Gary Robertson (Western Virginia Water Authority citizen representative) (RES #15‑05‑2026 through RES #18‑05‑2026).
